Position: WASH Communication & Liaison Officer

Objectives:
Objective 1: Manage all project-related communication materials
- Collect, update and analysis data regarding the progress of WASH
projects and their humanitarian and social context through regular field visits
- Develop, update and review advertorials, press releases, Q/A and
other materials in close collaboration with the other partners and in accordance
with the communication activities table vs. AcF communication policy vs.
constraints and requirement from the field
- Propose other communication initiatives to the partners and AcF HQ
- Gather, translate and archive pictures, video and other communication
material directly or indirectly (articles, TV reports…) released by the WASH
projects



Objective 2: Organize / attend communication events.
- Organize PR/Communication events such as media briefing, press
conference, presentations…in collaboration with the PR agency.
- Design, prepare and review PPT presentations
- Attend those events as AcF representative

Objective 3: Facilitate communication related initiatives and ensure a
smooth partnership between AcF, its main financial partners and its
communication/PR contractors.
- Plan field visits based on ToR from the partners and AcF’s ethical
and operational requirements
- Organize and attend field visits of journalists, communication
agencies and other stakeholders in close collaboration with WASH dpt, Soe
operations and the Communities
- Attend and minutes meetings with partners
- Formulate recommendations on communication related-matters from AcF
perspectives
- Follow up the communication activities time-table and update it in
accordance with the partners priorities and feasibility in the field

- Interface between AcF technical dpt and other external entities
- Write the communication/visibility chapters of donors’ quarterly and
final report

Objective 4: Participates in the design, the fund raising, and the follow-up
of present of future ACF WASH projects in Indonesia:
- Formatting, Indonesian/English translation of WASH technical and
non-technical documents (guidelines, manual, reports…) on request of line
manager, program manager (such as David Wala), or ACF Wash advisor in HQ
- Capitalize the WASH-coordo contact and networking achievements:
partners’ emails, phone number, name cards…
- Keep close contact with other WASH partners: related Indonesian
Ministries, local and International NGO, suppliers, UNICEF…
- Attend and represent the ACF WASH coordination during meetings with
these partners
- Manage WASH coordinator email during the absence of coordinator:
forward/inform head of mission about important email (emergency public health
group for example). No email should be

- Hand over back all WASH related documents/information to the possible
new WASH coordo
- Read thoroughly current and future ACF Wash proposal, and be able to
“sell” these project to donors through meeting and power points presentation
- On demand of line manager or program manager, review (and correct
spelling/format mistake) donor’s intermediary and final report.

Objective 5: Be the focal point for the WASH team and activities in
Indonesia in term of communication and capitalization
- Organization of communication training to the WASH staff, in order
to:

· improve the horizontal (team-team) and vertical (team-manager)
internal communication
· improve external communication ACF-local NGO, ACF-institutional
partner
· improve the skills of ACF/local NGO staff in term of how to manage
a community meeting and how to transfer skills to local NGO or community workers
- Participate in the organization of GFS training in Soe : printing of
visibility items, be the focal point for the printing of the booklets (between
ACF logistic, printing company, WASH advisor in the HQ and ACF program manager
in NTT), logistic preparation of training (be the link between ACF WASH and
logistic department)
- Manage the WASH coordo computer back-up (and hand it over to possible
new WASH coordo): make available and provide to relevant WASH team member
reports, proposal, job desc, power point presentation and other ACF and non-ACF
Indonesian WASH related documents

- Gather and spread to ACF-WASH team news and reports about water and
sanitation in Indonesia
- Be the link between the WASH technical advisor in the HQ and the
mission regarding some issues, such as designing/fund raising of new WASH
projects, GFS training booklets, transmission of documents to HQ (booklets, ACF
new hygiene posters and calendar and flipchart…) on soft or hard copy according
to request

- Other duties on request

- Due to the specific nature of this job, the job-holder is expected to
keep a complete discretion about information (documents, conversation…) has
acquainted him/herself with, both internally or externally.

Minimum qualifications/experience:
· Graduated in communication with an experience in humanitarian
projects or WASH professional with skills in communication
· Strong interpersonal skills; capacity to manage a multi-actors work
relationship
· Outstanding oral and written skills in Bahasa and English
· Well organized and dynamic person of smart appearance
· Sound understanding of the functioning and rationales of humanitarian
projects (logic of intervention community based approach)
· Familiar with the PR/communication/advertising world
· WASH technical knowledge
· Mobility and versatility
