The Asia Foundation, an international non-governmental organization committed to the development of a peaceful, prosperous, and open Asia-Pacific region, is seeking a Team Leader and Program Manager for upcoming opportunities. The Foundation is seeking consultants with extensive field experience to provide technical assistance on legislative strengthening and development projects in Indonesia.
Candidates should be development professionals with specific sectoral expertise, including but not limited to strengthening member- and constituency-based based civil society organizations, policy research and analysis, legislature/parliamentary strengthening, state budget and policy formation, and legislative drafting. Candidates must possess practical experience in establishing and operating legislative development programs. Desirable skills include but are not limited to: knowledge and/or experience of the legal, political, economic, administrative and socio-cultural context of reform in Indonesia; experience undertaking effective consultation with a wide range of national and international stakeholders; familiarity with international donor program design principles and methods.
Team Leader Qualifications
Applicants should have a minimum of 10 years progressively responsible experience managing and leading large-scale donor-supported governance projects and an advanced degree in a relevant field. Requires senior-level experience with overall project management, measurement of results, external representation and coordination with donors, partners and other stakeholders. A demonstrated commitment to addressing challenges of democratic governance in developing countries is required and a demonstrated ability to work collegially and productively with a variety of partners and stakeholders. Familiarity with Indonesian or Asian politics a plus. Ability to speak Indonesian is a plus.
Program Manager Qualifications
Applicants should have a minimum of 6 years progressively responsible experience managing large-scale donor-supported governance projects and an advanced degree in a relevant field. Requires experience with day-to-day project management, including management of staff, activities and grants and oversight of monitoring, evaluation and reporting. A demonstrated commitment to addressing challenges of democratic governance in developing countries is required and a demonstrated ability to work collegially and productively with a variety of partners and stakeholders. Grants management experience highly desirable. Familiarity with Indonesian or Asian politics a plus. Ability to speak Indonesian is a plus.
