International Federation is looking for candidates to be based in Jakarta, Indonesia for the post of :
Senior Finance Officer
Key tasks and responsibilities:
- Provide controllership functions to ensure that finances are managed according to the IFRC policies, procedures and generally accepted accounting principles.
- Support Program Managers on budget preparation, control and Monitoring. Discuss with Program Managers on the implementation rate.
- Ensure Program Managers have accurate and timely information about Program Financial.
- Monitor the project’s expenditure and ensure accurate accounting, authorization and internal control procedures are in place at all time. Investigate and address any significant variances.
- Ensure approved budget is uploaded and updated into Federation financial systems i.e. BuSy etc.
- Ensure update and follow up delegation of authority. Delegation should maintain updated budget holder listing in system.
- Ensure expenditures are within the approved PEAR ceiling to avoid having unauthorised expenditures or deficit, accurate forecast/cash request management to avoid financial exposure to foreign exchange.
- Continuous monitoring and keep good track of the income analysis, spending of funds as per year-marking of pledges.
- Validate financial documents (Payment request, Requisition, and Travel Request, etc) by ensuring correct procedures have been followed.
- Ensure all contracts related to above mentioned projects are validated from Financial point of view before get signed. This is in accordance with the latest Federation procedure on Contracts and Agreements.
- Validate and reconcile individual contractor’s payments to ensure payments are in accordance with the agreement and completion of actual work.
- Validate working advance reports and ensure fund is used as per authorized purpose and proper procedures have been followed.Ensure all contracts are validated by Finance before get signed. This is in accordance with the latest Federation procedure on Contracts and Agreements.
- Advise management on tax and other legal implication.
- Validate and reconcile individual contractor’s payments to ensure payments are in accordance with the agreement and completion of
- actual work.
- Ensure all transactions are booked to CODA on a daily basis.
- Ensure all CODA transactions are supported by appropriate and relevant supporting.
- Provide program managers with relevant and accurate financial information from Business Object, FMR, etc.
- Any other tasks as assigned by the line manager.
- A Minimum of First Degree in Finance, Accounting and/or Business Administration. Post graduate qualification in management field or its equivalent is an added advantage.
- Profession qualification in accounting such as CPA, ACCA, CIMA, etc is preferred.
- 3 years professional work experience in a finance or accounting role is preferred.
- Experience of preparing budgets, cash flow statements & financial plans.
- Advanced skills in computers (Windows, spreadsheets, word-processing and accounting packages).
- Superior communication skills, with excellent spoken and written English and Bahasa Indonesia
- Experience of working for the Red Cross/Red Crescent is preferred.
