VACANCY - LOWONGAN - Results-Based Management (RBM) Specialist

We are currently seeking to recruit a Results-Based Management (RBM) Specialist for a CIDA-funded project to support Indonesia’s Islands of Integrity Program for Sulawesi (SIPS).

The project will assist local governments in Sulawesi in implementing transparent government administration practices in three areas:
a) licensing and identification cards,
b) performance incentives, and
c) procurement.



The successful candidate will be provide part-time technical support to project activities in North and South Sulawesi.
Initially, the RBM Specialist will be needed for approximately 12 working days during the Inception Phase (27 August to 31 December 2010).
S/he may be offered further intermittent work over the life of the Project (2011-2014), depending on general suitability and successful performance during the Inception Phase.

Responsibilities of the RBM Specialist:

1. Working closely with the Canadian RBM Specialist and the rest of the SIPS technical team to develop, improve and operationalize results-based planning, implementation and monitoring across the entire Project.

2. Providing field-based hands-on support to strengthen the integration of results-based approaches into SIPS work planning, implementation, monitoring and reporting.

3. Building the understanding of the SIPS team, KPK, partners and stakeholders concerning RBM principles and their capacity to utilize RBM tools, as requested by the Project Director.

4. Identifying effective approaches for building local ownership of RBM principles and approaches, including collecting and adapting lessons and good practices from elsewhere in Indonesia.

5. Assisting in refining/updating the SIPS Logic Model, Performance Measurement Framework, and Risk Register.

Qualifications
  • At least an undergraduate degree in a relevant subject (e.g. social sciences, public administration) is required. Training in RBM would be an asset.
  • At least one year’s experience applying RBM approaches to project management, implementation, monitoring or evaluation.
  • Experience building the capacity of project teams, counterparts, and stakeholders in practical applications of RBM.
  • Commitment and ability to incorporate gender equality concerns in performing the tasks listed above.
  • Experience working in Sulawesi would be an asset.
  • Familiarity with decentralized governance in Indonesia, including transparency and accountability mechanisms, would be an asset.
  • Ability to work well with people, both government and civil society, from different backgrounds and levels of responsibility.
  • Excellent Indonesian writing skills.
  • Good command of spoken and written English would be an asset.
