Information Technology Resources Support
I. BACKGROUND
IAFCP (Indonesia Australia Forest Carbon Partnership) , an Australian Government initiative managed by IDSS and Euroconsult Mott MacDonald as international development firms, has allocated up to AUD 17,600, exclusive of site travel expenses to support our IAFCP Offices in Jakarta, Palangka Raya, Central Kalimantan and the upcoming office in Jambi, Sumatra. Current funding goes until June 2012, with possible extension.
IAFCP is now calling for Proposals from qualified IT service providers (may be a company or an individual). All work is for immediate start and to be completed by October 2010.

IV. DESCRIPTION OF REQUIREMENTS
1. IAFCP is intending to solicit proposals for provision of IT support based on short-listing of EOI.
2. Extent of Work:
This is an outsource technical support role that reports to the IAFCP Office Manager. The service provider will be responsible to support and assist the IAFCP office as required to ensure the ongoing operation and availability of IT systems for the project, inclusive of field sites; provide guidance equipment purchasing; generate recommendations for effective response to IT-related operational challenges through accessing or managing both hardware, software, and/or web-based resources; develop and manage network of IT support for integrated IT support for the program. The service provider with facilitate general oversight, management, and problem solving for the IT systems of the IAFCP program, proactively identifying ways in which to continue to improve program effectiveness and security through evolving IT support and systems.
The service provider will be provided with accommodation within the office to ensure prompt and responsive assistance to service requests. The primary work site will be in Jakarta with occasional travel to project sites.
Experience and Skills required:
- Microsoft Windows Server Systems, including:
* Windows Server 2008
* Microsoft Small Business Server
* Exchange Server 2007
* Forefront Server Security
* SQL Server 2005
- Microsoft Windows Operating Systems: XP, Vista, 7
- Microsoft Office Applications: Word, Excel, Access, Outlook, Visio, Project, PowerPoint
- PC and server software and hardware support skills
- Antivirus & Security Systems, including:
* Symantec Endpoint Protection & Manager
* Symantec Information Foundation
- Computer, Network, and Backup Systems Technology
- has experience in building database through MS Access
- Troubleshoot and solve problem
- PABX system
Terms of Reference:
1. Server Management: Provide day to day administration and support of the Jakarta office Windows Server, including but not limited to:
- User accounts and groups
- Network shares
- Email creation and set up
- Server backup, tape rotation & tape removal from site
- Server availability and security
- Printers Queue
Ensure the physical security of the server room and its contents. Manage DNS and DHCP systems. Create, test, and maintain Disaster recovery and business continuity plan. Undertake any required planned or emergency maintenance or patching. Ensure antivirus/spyware definitions are up to date. Undertake any work or action directed by Aurecon/IDSS IT staff. Ensure email availability for external clients. Set up and maintain shared/group calendars.
2. Network: Provide day to day administration and support of the Jakarta office LAN, wireless network, and PABX including but not limited to:
- ensure the highest network availability
- ensure the network is functional, meets the requirements of the office, and is secure and protected, both physically and logically
- maintain ip ranges and lists; network patching and patch panel cabling
- evaluate and establish mechanism(s) for effective data sharing between project servers in different offices, ideally for core file synchronization
- ensure remote server access and/or other mechanisms for remote file sharing and access
- establish and oversee maintenance of all network databases, including data GIS data and maps
- responsible for managing and maintaining all IT communication networks (voice [PABX] and data)
3. Desktop & Laptop: Provide day to day administration and support of the Jakarta office Windows PC fleet, including but not limited to:
- set up automatic back up protocols to ensure project data is saved to the server on a daily or weekly
- required applications are installed, patched and maintained correctly, are operational and up to date basis
- ensure users can access the network, can print and email / receive emails
- ensure that users can operate their machines productively
- develop and maintain project software library
Assist users with problems and trouble shooting and fault resolution; ensure users can access email outside of the office; assist users, if required with mobile phones / devices to access email and contact syncing; provide direction and advice where required.
4. Building database through MS Access Together with M&E Specialist and Activity Coordinators, the successful candidate is expected to help developing a contract management tool through MS Access.
5. Asset Acquisition & Management: Compile and maintain a registry of all hardware and software assets, including but not limited to PCs and laptops makes, models and serials, and user name; and software name, install keys, numbers and version. Compile a register of purchases, invoices and purchase orders. Compile a list of vendors and suppliers. Perform research and review of prospective IT-related equipment and/or software purchases as needed or requested. Identify IT equipment needs and generate recommendations for the "fleet" of equipment to be used by the project based (including computers, PDAs, cell phones, etc) based on technical need, cost, reliability and repair considerations.
6. Information Management Systems & Policy: Generate recommendations to support consistent IT policy for the IAFCP project which are shared with the office manager and facility manager which may serve to standardize and systematize IT protocols and practice within the project, including but no limited to Establish Generate Plan, schedule and implement evaluation of the information management needs of both specific program sectors as well as overall program management to assess obstacles and opportunities to increase program effectiveness by streamlining information sharing through use of existing office productivity software, or by creating or outsourcing simple software solutions capable of improving specific information sharing issues. Areas of focus should include, but are not limited to general office productivity systems (calendar sharing, document sharing, shared filing systems, etc); website design, development and maintenance; contract management systems; financial management systems; M&E systems; and office administration systems.
7. Field Office IT Oversight & Coordination: In collaboration with the office manager, conduct site visits to IAFPC field sites to evaluate overall IT hard ware, software, and management requirements, and work with IAFCP staff to identify and place essential mechanisms for ongoing IT technical assistance for each office, preferably using contracted locally available service providers. Coordinate regularly with designated IT service providers for field offices to ensure their effective deployment, as well as role in contributing to an overall integrated IT system for IAFCP.
8. CCTV & Access Control: monitor access system every three months, and issued written report for further recommendation, maintain contact with Honeywell for any trouble on the system
Additional Terms & Requirements
Travel: This position will require travel to remote offices as required to oversee and/or perform similar tasks to the Jakarta office. Travel may be planned or ad hoc in nature, depending on operational requirements.
Service Level Agreement: IAFCP requires response of < 30 minutes to our request for assistance, and where practical resolution ASAP thereafter during business hours. IAFCP will provide onsite work space for 1 person at any time, in addition to work space at the server room. Equipment may be stored on site. The office requires the allocation of a consistent resource who, over time, builds a strong body of knowledge of the site and operation. Provision will be expected everyday that IAFCP is in operation. (Please note that this may pose a challenge for individual applicants, as it means this dutymust be covered every during subcontractor staff in illness or annual leave)
Non Business Hours: Some out of hours assistance and support may be required on a planned or ad hoc nature depending on operational requirements. These hours may be billed separately and therefore cost does not need to be included in proposal. However, proposal should include additional fee rate for services rendered during non business hours.
