Institute of International Education (IIE) and The Indonesian International Education Foundation (IIEF)

IIE is one of the world's largest and most experienced global higher education
and professional exchange organizations. IIE, in collaboration with IIEF,  is
seeking  Indonesian candidates for multiple positions for the upcoming Higher
Education Leadership and Management (HELM) Project, funded by USAID/Indonesia.
We are seeking long-term senior managers, team leaders, and short-term experts
with skills in the following areas related to higher education: financial
planning and management, access and financial assistance, management and
administration, transparency and accountability, strategic planning, quality
assurance, public-private collaboration.


1.  Technical experts for full-time staff positions and short-term consultancies should have the following qualifications:
- Minimum of 10 years of experience required
- Graduate degree in a relevant field
- Experience working with institutions of higher education in Indonesia
- Fluency in English and Bahasa Indonesia with strong verbal and written communication skills
- Experience on USAID or other donor-funded projects preferred

International NGO seeks a national IT Program Officer who will work under the supervision of the Senior Program Manager and assist with the daily operation and implementation of IFES projects. The position is Jakarta based and full time. Anticipated start is between 10 March and 1 April 2011.

IFES is an international, nonprofit organization that supports the building of democratic societies. IFES promotes democratic stability by providing technical assistance and applying field-based research to the electoral cycle in countries around the world to enhance citizen participation and strengthen civil societies, governance and transparency. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.
IFES Indonesia currently receives USAID and AusAID funding to support the strengthening of the electoral environment in Indonesia. The program provides assistance to stakeholders such as the KPU and national civic society organizations. The program has one international and ten national professional staff and is situated in the business district on Jl. Sudirman.

Responsibilities include:
- Oversee all information technology within IFES Indonesia;
- Liaise closely with members and officials of Indonesia's electoral institutions and support ongoing working relationships;
- Conduct IT and electoral management related assessments and training for officials of Indonesia's electoral institution;
- Selecting appropriate software and hardware for IFES' operation as well as troubleshooting the systems regularly;
- Design, budget and coordinate the planning of special events undertaken by IFES in the area of election management trainings, workshops or other events;
- Report regularly on project activities to the Senior Program Manager and the Country Director;
- Undertake other duties as may be requested/directed from time to time;
- Travel as required.

BACKGROUND

The PINTAR project is a part of the ongoing functional and technical
reorganization of the Ministry of Finance, specifically in the Directorate
of General Tax Administration's (DGT) operational area. The reforms are
designed to radically transform the entity to enhance the management of
public finances, in line with modern international practice. The reforms are
also being supported through the Multi-Donor Trust Fund (MDTF), which is
administered by the Bank and supported by the Netherlands, the EC and the
Switzerland.  However, major challenges in sustaining and managing the
fundamental changes in organizational culture and processes will continue to
confront the leadership over the medium term. Managing change of this
magnitude requires intensive support and dedicated human and financial
resources for implementation, including sustained technical support, with a
change management and communications strategy beyond the medium term.

Considering the far-reaching scope and the risks accompanying the public
financial management and revenue administration modernization program, the
government's operational strategy is based on several core areas:
modernizing the taxpayer registration subsystem (the fundamental foundation
of Indonesia's tax administration system), and the tax accounts (the ledger
of liability and payments) which is a fundamental cornerstone of tax system
customer service.

The World Bank Jakarta Office requires the services of an Junior Tax
Administration Analyst to support the provision of Tax Administration
Consultancy services, which are required to facilitate the work of the DGT
in directly implementing PINTAR and complementary support for the reforms
that is funded through the MTDF.
