Finance Manager - International Campaign to Ban Landmines (ICBL)

The International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC) are global campaigns in over 90 countries with more than 350 member organizations. Their main offices are currently in Geneva and London.

The Organization:

The International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC) are global campaigns in over 90 countries with more than 350 member organizations. Their main offices are currently in Geneva and London.

The ICBL, recipient of the 1997 Nobel Peace Prize, is recognized as the driving force behind the achievement and ongoing success of the 1997 Mine Ban Treaty. The CMC played the key role in the creation of the 2008 Convention on Cluster Munitions, and now works for its universalization and implementation.

Over the past three years, the CMC, ICBL and their research initiative--Landmine and Cluster Munition Monitor (“the Monitor”)--have been working closely together to ensure coherence in our respective work and to enhance efficiency in our operations. Since January 1, 2011, all three operate under one legal, financial and governance structure in order to ensure even more synergy, to have more impact and to streamline cooperation. A new Governance Board is providing strategic, financial and human resources oversight. As part of the new arrangement, there will be a restructuring of staff positions. In practical terms, the CMC and ICBL will remain two separate and strong campaigns with dedicated staff for both. Other staff working on administration, media and communications, finance, logistics and administration, and policy will support both campaigns.

There will be an open competition for all staff positions, but all current staff members are encouraged to apply. Applications for the positions of Executive Director, CMC Director, ICBL Director, and Policy Director are closed. We are now opening the following positions: ICBL Campaign Manager, CMC Campaign Manager, Policy Officer (two positions), Media and Communications Officer, Campaign Training Officer. We are also seeking an Operations Manager and an Administrative Officer, a Finance Manager and a Finance Officer.
These are exciting times for our campaigns as we continue our efforts to completely eliminate landmines and cluster munitions from our world and to support a world where victims can lead fulfilling lives.

Summary of Position of Finance Manager:

We seek an organised, dynamic and experienced Finance manager to ensure the responsibility of the overall effective financial management and grant compliance of the organization. The Finance Manager will be responsible for all financial and accounting management of CMC, ICBL and Monitor activities; the financial oversight of the day to day monitoring of cash management, operational and project budgets; the coordination all annual tax and other legal required submissions. This person will draft and advise on the annual ICBL-CMC and Monitor budget in collaboration with the Executive Director, the Senior Management Team and the Monitor Program Manager and will be the main point of contact for the banking representatives and the auditors.The Finance Manager will ensure ICBL-CMC and the Monitor are meeting its obligations and in compliance with grant agreements. This person will serve as a member of the ICBL-CMC Senior Management Team responsible for ensuring the representational and performance needs of the organization as a whole are met in the most effective and efficient means possible. The Finance Manager will provide direct supervision of the Finance Officer, ensure the management of staff salaries and benefits and contribute to the effective overall operation and management of ICBL-CMC. The Finance Manager will report to the Executive Director.

Geneva is the preferred location, but location is negotiable if within easy access to Geneva. The position requires the ability to travel and periodically it requires extensive travel.

Desired qualifications:

• At least six years of relevant professional financial experience in the NGO sector.
• Proven excellence in the financial administration of funding grants.
• In-depth knowledge of the French and US accounting and social systems.
• Experience with US charitable law and accounting procedures.
• Thorough knowledge and experience of SAGE 100 accounting software in addition to Microsoft Office products.
• Fluency in English and French is required.
• Proven capacity to work in a self directed manner as well as a demonstrated capacity to work collaboratively with staff and campaign members.
• Experience and aptitude for managing and mentoring staff.
• Excellent and proven communication and interpersonal skills with a wide variety of multi-cultural, multi-lingual groups and stakeholders.
• Desire and flexibility to travel internationally.
